Snavely King Services
Snavely King offers recognized expertise and
long-standing experience in all areas of regulatory
economics, particularly with respect to the
telecommunications, transportation, and public utilities
industries. Since its founding in 1970, the principals
and senior staff of the firm have been responsible for
developing methodologies and underlying economic theories
now widely relied upon in analyzing rates, costs, rates
of return, revenue requirements, market definition,
market impact, and potential for market growth.
Snavely King works closely with client staff and
counsel to develop economic analyses and supporting
studies that are optimally supportive of the client's
interests and consistent with current regulatory policy
and legal doctrine. The results of the firm's analyses
and studies are often presented as expert testimony in
proceedings before state and federal regulatory agencies.
When engaged to participate in a
regulatory proceeding, Snavely King can provide a full range of
consulting services, including:
- Review of initial filings and definition of
relevant economic and policy issues;
- Preparation of expert testimony and supporting
studies; and
- Assistance to counsel in preparing information
requests and questions for cross-examination and in
analyzing the impact of final decisions and orders.

Snavely King Experience Snavely King's
Telecommunications and Utilities Group has supported
applicants, intervenors, and regulators in several
hundred rate cases involving telecommunications,
electric, gas, water, and sewer services. Expert witness
testimony has been presented on rate base, rate of
return, depreciation methodology, revenue requirements,
rate design, cost separations and allocations, and
capital recovery before the principal regulatory agencies
of the United States and Canada and before regulatory
commissions in over 40 states.
Since 1986, Snavely Kings
Telecommunications Group has been the contracted by the
General Services Administration to provide assistance in
its Rate Intervention Program (RIP). As part of this
work, Snavely King has participated on behalf of the GSA in
proceedings in over 40 states and the Federal
Communications Commission. Snavely King has actively assisted in
the preparation of numerous testimonies, briefs and
comments in these proceedings.
Snavely King's Transportation Group has
long-standing involvement in rail, motor carrier, water
carrier, and pipeline rate and revenue division
proceedings. The firm has represented many of the major
Class I U.S. railroads, including Burlington Northern,
Norfolk Southern, Kansas City Southern, CSX, Conrail, and
the Union Pacific in rate reasonableness litigation.

| Snavely King Services Snavely King provides
management and economic support services in all phases of
civil litigation. Principals and senior consultants work
with the client's counsel in planning litigation
strategies, developing and submitting direct expert
testimony, analyzing adversary testimony, and preparing
and assisting counsel in deposition and
cross-examination. In particularly complex litigation, Snavely King
personnel have provided overall project coordination to
ensure that testimony submitted by each technical expert
is consistent with the testimony of others and fully
addresses the issues identified by counsel.
Some specific services offered by Snavely King

and interrogatories;
- Assessment of economic evidence
prepared by adversaries;
- Expert testimony and supporting
studies that address:
- cost of service,
- price setting,

in proceedings concerned with bankruptcy, corporate
reorganization, antitrust litigation, and accidental
liability cases.

Snavely King Experience Snavely King
personnel provided litigation services to railroad
clients in cases arising from the major rail bankruptcies
of the 1960s and 1970s. Snavely King has also been extensively
involved in most of the major rail-related antitrust
cases brought since passage of the Staggers Rail Act of
1980, including Western Fuels v. Burlington Northern,
Texas Utilities v. Santa Fe Industries, ETSI v.
Burlington Northern et al., Pinney Dock et al. v. Penn
Central et al. and Grand Trunk Western v. Conrail.
In maritime matters, Snavely King recently
participated in the bankruptcy proceedings of a
West-Coast tug and barge company. On behalf of an
unsecured creditor and a group of other West-Coast tug
and barge companies, Snavely King provided market projections,
analyses of the financial performance of the debtors and
other companies, and an assessment of the feasibility of
the debtor's plan for reorganization.
Snavely King also has participated in antitrust
cases involving both electric and telecommunications
utilities. In addition, the firm has assisted clients in
a number of appellate proceedings challenging decisions
by the Federal Communications Commission and state
utility commissions as well as in successful applications
for long-distance telecommunications authority and
negotiated settlements of litigation.

senior staff work closely with corporations to develop
strategies and the corresponding analytical support
required to promote the clients' legislative and
government policy initiatives at national and state
levels.
Snavely King has also assisted the U.S. Government in response
to policy issues in the energy and telecommunications
industries.

Snavely King Experience Snavely King
has assisted several clients with respect to coal slurry
pipeline legislation in the midwestern and eastern United
States. The Transportation Group also has assisted a
major Canadian railroad and a Canadian federal agency in
analyzing the procedural and operational impacts of
transportation deregulation in the United States and
Canada. It also has provided economic and financial
analyses in support of a client's efforts to preserve a
favorable tax credit program. Snavely King has also provided a
Canadian telecommunications carrier with an assessment of
the probable consequences of deregulation of Canadian
telecommunications.
On behalf of a major national trade
association, Snavely King tracked energy legislation throughout the
energy crisis of the late 1970s and early 1980s. On
several occasions, senior Snavely King professionals made
presentations before Congress.
